Registration status of Institutional Review Boards (IRBs) and Changes to Responsible Organizations in Korea

Abstract
According to South Korea¡¯s Bioethics and Safety Act, the establishment of an institutional review board (IRB), as a selfregulatory system, is a requirement for all institutions performing human research and handling human-derived specimens. There are individual types of IRBs and integrated forms of more than two types of IRBs. In September 2020, the Korea Centers for Disease Control and Prevention (KCDC) expanded into the Korea Disease Control and Prevention Agency (KDCA). In addition, when the Bioethics and Safety Act was amended in 2020, the Ministry of Health and Welfare became the organization responsible for registration work. On September 11 2020, 887 IRBs (863 institutions) were registered; an increase of 35 IRBs from 2019. In addition, there were a total of 1,592 IRBs, of which 852 were individual types of IRBs. The total IRBs include a type of human subject research (682 IRBs), human biospecimen research (559 IRBs), fertility clinics (160 IRBs), human embryonic stem cell research (80 IRBs), biobanks (73 IRBs), embryo research (35 IRBs) and somatic cell nuclear transfer embryo research (3 IRBs). Based on these findings, this article recommended that a strategic plan be prepared so that institutions can voluntarily report any information change for efficient management and services.
